- 3 Quicken
- 3 shock
- 1 Izzet Charm
- 1 Divination
+ 2 Scry lands
+ 2 Master of Waves
+ 4 Molten birth

Th master wont produce many tokens himself but that should be fine since his anthem affect doubles all of our little elementals plus as you noticed works well with Mutavault.

Leaving them with a 4 mana 2/1 seems fine by me. I also think it has potential against UWX control decks because Elspeth is their best card against you and it gives you a turn to get through the tokens.
